柏明頓述:企(qi)業(ye)管(guan)理的(de)實質與(yu)核心就是人(ren)的(de)管(guan)理,任(ren)何事物(wu)的(de)運做都(dou)得通人(ren)去操作完成(cheng),管(guan)理好了(le)人(ren)就管(guan)理好了(le)任(ren)何事情,大到一個社會,一個國家(jia),小(xiao)到一個家(jia)庭無外乎都(dou)是這(zhe)個“人(ren)”的(de)問題吧。怎樣更好地發揮企(qi)業(ye)職工民主(zhu)管(guan)理的(de)職能和作用(yong),為(wei)創建和諧企(qi)業(ye)服務(wu)呢?不妨從以下幾方面(mian)入手:
首(shou)先是職代(dai)(dai)(dai)會(hui)制度。職代(dai)(dai)(dai)會(hui)制度符合我(wo)國國情(qing)和(he)企事業單(dan)位的實(shi)際,是一項(xiang)有中國特(te)色(se)的職工民主管(guan)理制度。應(ying)始終堅(jian)持把(ba)職代(dai)(dai)(dai)會(hui)制度作(zuo)為(wei)維護(hu)職工民主權(quan)利和(he)經濟利益(yi)(yi)的重要制度,作(zuo)為(wei)職工參與民主決策、民主管(guan)理和(he)民主監督的平臺(tai),作(zuo)為(wei)職工理性表(biao)達利益(yi)(yi)訴求的暢(chang)通渠道,作(zuo)為(wei)開展平等(deng)協商(shang)、簽訂集體合同等(deng)維權(quan)工作(zuo)的程序(xu)保障,并(bing)在實(shi)踐中不斷加以完善。
其次(ci)是(shi)(shi)廠務(wu)公開(kai)制(zhi)度。廠務(wu)公開(kai)是(shi)(shi)依照有關(guan)法(fa)律法(fa)規,將與(yu)本單位發(fa)展(zhan)和廣(guang)大(da)職(zhi)(zhi)工(gong)(gong)(gong)切身利益密切相關(guan)的(de)問題,通過適(shi)當形式向廣(guang)大(da)職(zhi)(zhi)工(gong)(gong)(gong)公開(kai),吸(xi)收廣(guang)大(da)職(zhi)(zhi)工(gong)(gong)(gong)參與(yu)決策、管理(li)和監督的(de)制(zhi)度。其本質(zhi)是(shi)(shi)滿足(zu)職(zhi)(zhi)工(gong)(gong)(gong)的(de)知(zhi)情權,要(yao)害是(shi)(shi)真實可(ke)信,這是(shi)(shi)實現職(zhi)(zhi)工(gong)(gong)(gong)民(min)主(zhu)管理(li)和民(min)主(zhu)監督的(de)前提和重(zhong)要(yao)環節。 再次(ci)是(shi)(shi)建立(li)平等(deng)協商、集(ji)體合同制(zhi)度。工(gong)(gong)(gong)會作(zuo)為職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)合法(fa)權益的(de)代表者和維護者,應始終(zhong)堅持平等(deng)雙贏的(de)原則與(yu)企業(ye)方進(jin)行協商談判,從職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)最(zui)關(guan)心、最(zui)直(zhi)接(jie)、最(zui)需要(yao)解(jie)決的(de)現實利益問題入手,既要(yao)著(zhu)眼(yan)于職(zhi)(zhi)工(gong)(gong)(gong)眼(yan)前利益與(yu)長遠利益,也(ye)要(yao)考慮(lv)到企業(ye)的(de)形象塑造、品質(zhi)提升與(yu)可(ke)持續發(fa)展(zhan)。
最后是構建民(min)主管(guan)(guan)理(li)社(she)會(hui)(hui)化的(de)格局。工會(hui)(hui)應堅持黨的(de)領導,積(ji)極爭取(qu)行政(zheng)的(de)支持,動(dong)員廣大職(zhi)工群眾廣泛參與(yu),共同(tong)(tong)推(tui)進企(qi)業民(min)主管(guan)(guan)理(li)。企(qi)業應把職(zhi)工民(min)主管(guan)(guan)理(li)與(yu)基層(ceng)黨建、職(zhi)工隊伍建設相結合,與(yu)以(yi)人為本的(de)經營管(guan)(guan)理(li)理(li)念、良好的(de)企(qi)業文化和(he)(he)先進管(guan)(guan)理(li)方(fang)法相結合,同(tong)(tong)時借助社(she)會(hui)(hui)力量,發揮政(zheng)府與(yu)工會(hui)(hui)的(de)聯(lian)席(聯(lian)系(xi))會(hui)(hui)議(yi)、勞(lao)動(dong)關(guan)系(xi)三方(fang)協商機制的(de)作用,推(tui)動(dong)企(qi)業職(zhi)工管(guan)(guan)理(li)深入發展(zhan),更好地為和(he)(he)諧企(qi)業創建助力。
企(qi)(qi)業(ye)(ye)(ye)(ye)管(guan)理(li)的(de)(de)實質(zhi)和(he)(he)(he)核心是人(ren)(ren)的(de)(de)管(guan)理(li),創建(jian)和(he)(he)(he)諧(xie)企(qi)(qi)業(ye)(ye)(ye)(ye)必須實行以人(ren)(ren)為本(ben)(ben)的(de)(de)管(guan)理(li)。和(he)(he)(he)諧(xie)企(qi)(qi)業(ye)(ye)(ye)(ye)需要企(qi)(qi)業(ye)(ye)(ye)(ye)各方面的(de)(de)和(he)(he)(he)諧(xie),包(bao)括人(ren)(ren)與(yu)人(ren)(ren)的(de)(de)和(he)(he)(he)諧(xie),人(ren)(ren)自(zi)身的(de)(de)和(he)(he)(he)諧(xie)以及(ji)人(ren)(ren)與(yu)企(qi)(qi)業(ye)(ye)(ye)(ye)內外環境(jing)的(de)(de)和(he)(he)(he)諧(xie)。其(qi)(qi)中(zhong)最(zui)重要的(de)(de)基礎是應做到(dao)以人(ren)(ren)為本(ben)(ben),這是創建(jian)和(he)(he)(he)諧(xie)企(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)重要出發點(dian)和(he)(he)(he)落腳點(dian)。所謂(wei)以人(ren)(ren)為本(ben)(ben)的(de)(de)“人(ren)(ren)”包(bao)括企(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)廣大(da)職工(gong)(gong)與(yu)企(qi)(qi)業(ye)(ye)(ye)(ye)行政(zheng)領導以及(ji)社(she)(she)會(hui)上與(yu)企(qi)(qi)業(ye)(ye)(ye)(ye)有(you)關系的(de)(de)其(qi)(qi)他(ta)人(ren)(ren)。而(er)其(qi)(qi)中(zhong)最(zui)重要的(de)(de)則是企(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)職工(gong)(gong),企(qi)(qi)業(ye)(ye)(ye)(ye)只有(you)充分依靠職工(gong)(gong),給職工(gong)(gong)以物質(zhi)和(he)(he)(he)精神(shen)的(de)(de)雙重尊重,發揮職工(gong)(gong)的(de)(de)主人(ren)(ren)翁精神(shen),才能更好地(di)凝聚人(ren)(ren)心,激發職工(gong)(gong)的(de)(de)積極性和(he)(he)(he)創造(zao)性,促進企(qi)(qi)業(ye)(ye)(ye)(ye)持(chi)續(xu)健康平穩(wen)(wen)的(de)(de)發展。同時,企(qi)(qi)業(ye)(ye)(ye)(ye)還(huan)應構建(jian)和(he)(he)(he)諧(xie)的(de)(de)生產經營環境(jing),做到(dao)對社(she)(she)會(hui)、民眾負(fu)責,樹立良好的(de)(de)社(she)(she)會(hui)形象,進而(er)保(bao)證企(qi)(qi)業(ye)(ye)(ye)(ye)和(he)(he)(he)諧(xie)穩(wen)(wen)定(ding)發展。
創建(jian)和(he)(he)諧(xie)企(qi)(qi)業(ye)符(fu)合(he)企(qi)(qi)業(ye)和(he)(he)廣(guang)大員工(gong)發(fa)展(zhan)的(de)(de)(de)(de)(de)根本(ben)利(li)益。企(qi)(qi)業(ye)與(yu)員工(gong)是密不可(ke)分(fen)的(de)(de)(de)(de)(de)共同體(ti),企(qi)(qi)業(ye)只(zhi)有(you)(you)(you)在內部形成(cheng)和(he)(he)諧(xie)融洽、安定有(you)(you)(you)序的(de)(de)(de)(de)(de)良好(hao)氛圍,才能擁有(you)(you)(you)強大的(de)(de)(de)(de)(de)凝聚力(li)和(he)(he)向心力(li),才能保證生(sheng)產、經營和(he)(he)發(fa)展(zhan)的(de)(de)(de)(de)(de)健(jian)康順利(li)進(jin)行(xing),進(jin)而擁有(you)(you)(you)較強的(de)(de)(de)(de)(de)市(shi)場競爭力(li)。這(zhe)一切的(de)(de)(de)(de)(de)形成(cheng)無(wu)不與(yu)員工(gong)主(zhu)體(ti)意(yi)識(shi)的(de)(de)(de)(de)(de)發(fa)揮和(he)(he)職工(gong)民主(zhu)管理(li)的(de)(de)(de)(de)(de)有(you)(you)(you)效(xiao)運行(xing)密切相(xiang)關。同時,每個員工(gong)都(dou)應意(yi)識(shi)到(dao),個人價值(zhi)的(de)(de)(de)(de)(de)實現和(he)(he)基本(ben)權益的(de)(de)(de)(de)(de)保障與(yu)企(qi)(qi)業(ye)的(de)(de)(de)(de)(de)發(fa)展(zhan)密不可(ke)分(fen),只(zhi)有(you)(you)(you)企(qi)(qi)業(ye)真正(zheng)得到(dao)發(fa)展(zhan),員工(gong)的(de)(de)(de)(de)(de)各項(xiang)權益才能得到(dao)更好(hao)保障與(yu)實現。而這(zhe)都(dou)離(li)不開職工(gong)民主(zhu)管理(li)作(zuo)用的(de)(de)(de)(de)(de)發(fa)揮。
我國(guo)《憲(xian)法(fa)》明(ming)確規(gui)定(ding)(ding):“人民(min)(min)(min)(min)依(yi)照(zhao)(zhao)(zhao)法(fa)律(lv)規(gui)定(ding)(ding),通(tong)(tong)過(guo)各種途徑和形(xing)(xing)(xing)式(shi),管(guan)(guan)(guan)(guan)理(li)國(guo)家事(shi)務(wu),管(guan)(guan)(guan)(guan)理(li)經濟和文(wen)化(hua)事(shi)業(ye)(ye)(ye)(ye),管(guan)(guan)(guan)(guan)理(li)社會(hui)(hui)(hui)事(shi)務(wu)”。《工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)法(fa)》也規(gui)定(ding)(ding):“工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)依(yi)照(zhao)(zhao)(zhao)法(fa)律(lv)規(gui)定(ding)(ding)通(tong)(tong)過(guo)職(zhi)工(gong)(gong)(gong)(gong)(代表(biao))大(da)會(hui)(hui)(hui)或(huo)者(zhe)(zhe)(zhe)其(qi)他形(xing)(xing)(xing)式(shi),組(zu)織(zhi)職(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)本(ben)單位(wei)的(de)(de)(de)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)決策、民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)和民(min)(min)(min)(min)主(zhu)(zhu)(zhu)監督(du)。”公(gong)有(you)制企(qi)事(shi)業(ye)(ye)(ye)(ye)單位(wei)以(yi)外(wai)的(de)(de)(de)“其(qi)他企(qi)業(ye)(ye)(ye)(ye)、事(shi)業(ye)(ye)(ye)(ye)單位(wei)的(de)(de)(de)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)委員(yuan)會(hui)(hui)(hui)依(yi)照(zhao)(zhao)(zhao)法(fa)律(lv)規(gui)定(ding)(ding)組(zu)織(zhi)職(zhi)工(gong)(gong)(gong)(gong)采(cai)取與(yu)企(qi)業(ye)(ye)(ye)(ye)、事(shi)業(ye)(ye)(ye)(ye)單位(wei)相適應的(de)(de)(de)形(xing)(xing)(xing)式(shi)參(can)與(yu)企(qi)業(ye)(ye)(ye)(ye)、事(shi)業(ye)(ye)(ye)(ye)單位(wei)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)。”《勞動法(fa)》規(gui)定(ding)(ding):“勞動者(zhe)(zhe)(zhe)依(yi)照(zhao)(zhao)(zhao)法(fa)律(lv)規(gui)定(ding)(ding),通(tong)(tong)過(guo)職(zhi)工(gong)(gong)(gong)(gong)大(da)會(hui)(hui)(hui)、職(zhi)工(gong)(gong)(gong)(gong)代表(biao)大(da)會(hui)(hui)(hui)或(huo)者(zhe)(zhe)(zhe)其(qi)它形(xing)(xing)(xing)式(shi)參(can)與(yu)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)或(huo)者(zhe)(zhe)(zhe)就保(bao)護(hu)(hu)勞動者(zhe)(zhe)(zhe)合法(fa)權益與(yu)用人單位(wei)進行平等協商”。《公(gong)司法(fa)》規(gui)定(ding)(ding):“公(gong)司研究決定(ding)(ding)公(gong)司有(you)關(guan)工(gong)(gong)(gong)(gong)資、福(fu)利、安全生產以(yi)及(ji)勞動保(bao)護(hu)(hu)、勞動保(bao)險等涉(she)及(ji)職(zhi)工(gong)(gong)(gong)(gong)切身利益的(de)(de)(de)問題,應事(shi)先聽取公(gong)司工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)和職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)(de)意見”。黨*對企(qi)業(ye)(ye)(ye)(ye)的(de)(de)(de)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)也有(you)明(ming)確要求,黨的(de)(de)(de)十(shi)六大(da)報(bao)告中明(ming)確指出:“堅持(chi)和完善以(yi)職(zhi)工(gong)(gong)(gong)(gong)代表(biao)大(da)會(hui)(hui)(hui)為(wei)基(ji)本(ben)形(xing)(xing)(xing)式(shi)的(de)(de)(de)企(qi)事(shi)業(ye)(ye)(ye)(ye)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)制度;組(zu)織(zhi)職(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)改革和管(guan)(guan)(guan)(guan)理(li),維護(hu)(hu)職(zhi)工(gong)(gong)(gong)(gong)的(de)(de)(de)合法(fa)權益”。這(zhe)都為(wei)職(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)企(qi)業(ye)(ye)(ye)(ye)民(min)(min)(min)(min)主(zhu)(zhu)(zhu)管(guan)(guan)(guan)(guan)理(li)提供了根本(ben)保(bao)障。
事(shi)實上,加強職(zhi)工(gong)(gong)民主管理,有(you)利(li)于(yu)創建和(he)諧(xie)企業。職(zhi)工(gong)(gong)民主管理不(bu)僅不(bu)會損害(hai)企業經濟利(li)益(yi),而且還有(you)助于(yu)增強企業的凝聚力、親和(he)力和(he)感召力,有(you)利(li)于(yu)調動(dong)職(zhi)工(gong)(gong)積極性(xing)、主動(dong)性(xing)和(he)創造性(xing),進一步(bu)提(ti)高企業的經濟效益(yi)和(he)社會效益(yi),有(you)利(li)于(yu)創建和(he)諧(xie)企業與構建和(he)諧(xie)社會。
從另一個角度來說,民(min)主管(guan)理本身(shen)也應是現代企業(ye)管(guan)理的(de)(de)(de)(de)組成部分,其目(mu)(mu)的(de)(de)(de)(de)是為了在企業(ye)中更(geng)好(hao)地(di)維護和保證社會主義民(min)主公平的(de)(de)(de)(de)原(yuan)則。職(zhi)工(gong)民(min)主管(guan)理則是側重職(zhi)工(gong)參與的(de)(de)(de)(de)企業(ye)民(min)主管(guan)理,目(mu)(mu)的(de)(de)(de)(de)是為了更(geng)好(hao)地(di)落實職(zhi)工(gong)的(de)(de)(de)(de)民(min)主權利。 除此之外,民(min)主管(guan)理還有(you)助(zhu)于其他不同主體職(zhi)能和作用(yong)的(de)(de)(de)(de)發(fa)揮:可以促(cu)進黨組織的(de)(de)(de)(de)基層民(min)主政治建設;提高企業(ye)行政管(guan)理的(de)(de)(de)(de)民(min)主程(cheng)度和科學性;有(you)助(zhu)于工(gong)會發(fa)揮其與行政和職(zhi)工(gong)溝通(tong)的(de)(de)(de)(de)橋(qiao)梁(liang)和紐帶作用(yong)。
