一、 安(an)全職(zhi)責(ze)明確,考(kao)核措施有待加強落實

常(chang)言說:火車跑(pao)得(de)快(kuai),全靠(kao)車頭帶(dai)。基層(ceng)(ceng)員(yuan)(yuan)工(gong)(gong)生(sheng)產(chan)(chan)(chan)行為(wei)是(shi)(shi)否(fou)規范(fan),執(zhi)行制(zhi)度是(shi)(shi)否(fou)嚴格全靠(kao)單位(wei)(wei)領導干部(bu)的(de)(de)(de)行為(wei)影響。干部(bu)安(an)(an)全生(sheng)產(chan)(chan)(chan)履職(zhi)評估考(kao)(kao)核(he)原本是(shi)(shi)一(yi)種(zhong)(zhong)促進(jin)領導者履行安(an)(an)全職(zhi)責的(de)(de)(de)手段(duan),考(kao)(kao)核(he)內容相(xiang)當全面(mian),只(zhi)要認真評估、真實(shi)記錄、與績(ji)(ji)效(xiao)(xiao)(xiao)考(kao)(kao)核(he)掛鉤(gou)的(de)(de)(de)表(biao)彰獎勵能為(wei)干部(bu)在生(sheng)產(chan)(chan)(chan)活動(dong)中起(qi)指導帶(dai)頭作用(yong),更(geng)好地促進(jin)安(an)(an)全生(sheng)產(chan)(chan)(chan)穩定。但是(shi)(shi),目前的(de)(de)(de)評估實(shi)際上(shang)只(zhi)停留在表(biao)面(mian)資(zi)料完善上(shang),沒(mei)(mei)有(you)組(zu)成(cheng)專(zhuan)業監(jian)督(du)、考(kao)(kao)核(he)部(bu)門,各單位(wei)(wei)應付成(cheng)份比(bi)例較大,起(qi)到(dao)的(de)(de)(de)促進(jin)安(an)(an)全生(sheng)產(chan)(chan)(chan)作用(yong)并不明顯,分(fen)析其實(shi)質(zhi)就是(shi)(shi)一(yi)種(zhong)(zhong)管(guan)(guan)理(li)違章(zhang)的(de)(de)(de)具體表(biao)現,目前干部(bu)員(yuan)(yuan)工(gong)(gong)實(shi)際追(zhui)求(qiu)的(de)(de)(de)是(shi)(shi)一(yi)種(zhong)(zhong)沒(mei)(mei)有(you)績(ji)(ji)效(xiao)(xiao)(xiao)的(de)(de)(de)“績(ji)(ji)效(xiao)(xiao)(xiao)”。基層(ceng)(ceng)單位(wei)(wei)效(xiao)(xiao)(xiao)仿(fang)的(de)(de)(de)績(ji)(ji)效(xiao)(xiao)(xiao)考(kao)(kao)核(he)制(zhi)度落實(shi)情況隨檢查考(kao)(kao)核(he)者的(de)(de)(de)行為(wei)時緊時松,沒(mei)(mei)有(you)形成(cheng)長(chang)效(xiao)(xiao)(xiao)管(guan)(guan)理(li)機制(zhi),員(yuan)(yuan)工(gong)(gong)自覺(jue)履職(zhi)沒(mei)(mei)有(you)動(dong)力。為(wei)此基層(ceng)(ceng)員(yuan)(yuan)工(gong)(gong)建議:執(zhi)行制(zhi)度必須從上(shang)至下層(ceng)(ceng)層(ceng)(ceng)嚴格,考(kao)(kao)核(he)履職(zhi)情況必須設置監(jian)督(du)管(guan)(guan)理(li)機構(gou),考(kao)(kao)核(he)結(jie)果必須公平、公正、公開(kai),讓(rang)員(yuan)(yuan)工(gong)(gong)信服,有(you)效(xiao)(xiao)(xiao)仿(fang)意義(yi),使安(an)(an)全生(sheng)產(chan)(chan)(chan)績(ji)(ji)效(xiao)(xiao)(xiao)優良者得(de)到(dao)更(geng)多(duo)獎勵,無(wu)作為(wei)者受到(dao)鞭策,真正達到(dao)以優促劣的(de)(de)(de)影響效(xiao)(xiao)(xiao)果。

二、標準(zhun)化作(zuo)業開展不(bu)全面,質量(liang)有待提(ti)高

現(xian)(xian)場(chang)(chang)(chang)工(gong)(gong)作(zuo)(zuo)實行標(biao)準(zhun)(zhun)化(hua)作(zuo)(zuo)業(ye)應(ying)該(gai)為(wei)(wei)工(gong)(gong)作(zuo)(zuo)質量和(he)(he)(he)安全(quan)(quan)作(zuo)(zuo)業(ye)提供了(le)保障。目前從(cong)稽查(cha)現(xian)(xian)場(chang)(chang)(chang)效果反映各(ge)專業(ye)班組(zu)和(he)(he)(he)操巡隊在(zai)現(xian)(xian)場(chang)(chang)(chang)工(gong)(gong)作(zuo)(zuo)中(zhong)堅持(chi)開展了(le)標(biao)準(zhun)(zhun)化(hua)作(zuo)(zuo)業(ye),但是普遍存在(zai)應(ying)付檢(jian)查(cha)現(xian)(xian)象(xiang),完(wan)(wan)備性、自覺性、日常性、真(zhen)實性相當不(bu)夠。究(jiu)其原因有(you):1、員(yuan)工(gong)(gong)認(ren)識不(bu)足;2、獎勵機(ji)制(zhi)(zhi)停留在(zai)小額(e)度(du)或口頭上(shang);3、處罰(fa)(fa)毫無力(li)度(du)和(he)(he)(he)及(ji)時性;4、環境和(he)(he)(he)條(tiao)(tiao)件不(bu)能(neng)滿(man)足指導(dao)書執行要求(qiu);5、作(zuo)(zuo)業(ye)指導(dao)書、卡編制(zhi)(zhi)還不(bu)完(wan)(wan)善;6、未正確處理好工(gong)(gong)作(zuo)(zuo)進度(du)和(he)(he)(he)安全(quan)(quan)的矛盾(dun);員(yuan)工(gong)(gong)呼吁:管(guan)理部門應(ying)該(gai)慎重制(zhi)(zhi)度(du)的制(zhi)(zhi)定(ding)和(he)(he)(he)執行;監(jian)督(du)機(ji)構一(yi)(yi)(yi)視(shi)同仁地處理表彰和(he)(he)(he)處罰(fa)(fa);管(guan)理部門勁力(li)為(wei)(wei)基層(ceng)創造良(liang)好的條(tiao)(tiao)件;管(guan)理與基層(ceng)上(shang)下一(yi)(yi)(yi)致地處理好工(gong)(gong)作(zuo)(zuo)進度(du)和(he)(he)(he)安全(quan)(quan)的矛盾(dun);進一(yi)(yi)(yi)步完(wan)(wan)善現(xian)(xian)場(chang)(chang)(chang)作(zuo)(zuo)業(ye)指導(dao)書、卡的簡潔(jie)、適用(yong)、完(wan)(wan)善和(he)(he)(he)可(ke)操作(zuo)(zuo)性使現(xian)(xian)場(chang)(chang)(chang)標(biao)準(zhun)(zhun)化(hua)作(zuo)(zuo)業(ye)能(neng)為(wei)(wei)杜絕(jue)違章,防止危險的發生起(qi)(qi)到應(ying)該(gai)起(qi)(qi)到的作(zuo)(zuo)用(yong)。

三、 傳(chuan)遞良好習慣(guan),杜絕(jue)違章惡習

四、 培訓、考試工作要注重人的個性(xing)差異

總之,確保安全(quan)(quan)生產、反(fan)習慣違章(zhang)是(shi)一(yi)項長期而又艱(jian)巨(ju)的(de)(de)工(gong)作(zuo),全(quan)(quan)體員工(gong)必(bi)須共同參(can)與(yu)。大(da)家(jia)一(yi)定要克服“反(fan)違章(zhang)是(shi)安監部(bu)門的(de)(de)事、是(shi)安監人員的(de)(de)事,與(yu)自己沒(mei)有(you)關系(xi)”的(de)(de)思想。要對反(fan)違章(zhang)工(gong)作(zuo)充滿(man)熱情和(he)積(ji)極性(xing)。要做到:不(bu)僅(jin)管好(hao)自己,還要關注(zhu)別人;為(wei)了自己和(he)他人安全(quan)(quan)大(da)膽揭露、糾正違章(zhang)行(xing)為(wei),不(bu)要不(bu)好(hao)意思、怕得(de)(de)罪人。古語道:“救(jiu)人一(yi)命,勝建七級浮屠”,實(shi)際上,糾正一(yi)次(ci)違章(zhang)就是(shi)挽救(jiu)一(yi)次(ci)生命。只有(you)人人行(xing)動起來,以遵章(zhang)斗爭違章(zhang)才能使違章(zhang)行(xing)為(wei)沒(mei)有(you)市場,將良好(hao)的(de)(de)習慣傳遞給后人,生產中就不(bu)會因違章(zhang)造成事故,企業和(he)員工(gong)就會得(de)(de)到效益,社(she)會和(he)家(jia)庭就會得(de)(de)到穩(wen)定。
